Shashrina Thomas

Senior Advisor

Shashrina is an experienced leader in congressional and state government affairs; and has extensive marketing expertise in appropriations, defense, energy, healthcare, homeland security, intelligence and transportation. Her achievements at the national and state level are unparalleled.​

As a Senior Advisor to the Peter Damon Group, Shashrina will focus on relationship management, creative strategic counsel, policy development, and fostering the important connections that breeds success.  Her background as a former senior advisor for Members of the House of Representatives, provided the platform needed to differentiate her in a competitive marketplace.  This experience prepared her to assist organizations and business entities with the necessary tools to meet the bottom line.  Her legislative experience includes policy initiatives that have successfully aligned major stakeholders in the Federal Bureau of Investigation’s (FBI)Security Division to form a working group to coordinate the assessment of the Security Division’s workforce and its restructuring. Shashrina worked on legislation and language for the Unique Identification(UID) Report Language in the Defense Authorization Bill -PUBLIC LAW 109 163; The Border Security Results Act of 2013; the Deficit Reduction, Job Creation and Energy Security Act; the extension of Medicare Provider Agreement Date from August 1, 2010 to December 2010 – P.L. 111-152; The Health Care and Education Reconciliation Act of 2010; House passage of S. 3774, a bill to extend the FY 2011 deadline for Social Services Block Grant state expenditures of certain emergency supplemental appropriations to the Department of Health and Human Services (HHS) for the Administration for Children and Families that provided recovery assistance from Hurricanes Ike and Rita and other 2008 natural disasters.

Shashrina helped secure more than $900 million in funding for the model rail system in the City of Houston; $20 million in TIGER grant funds to support the development of a 15-mile bus rapid transit system for the City of Birmingham and $20 million in the 2016 President’s budget for the US Department of Interior – Civil Rights Initiative -Selma to Montgomery National Historic Trail.  She also secured language in the Omnibus Appropriations Bill that restored $2.5 million for the rehabilitation and preservation of significant historic properties on the campuses of Historically Black Colleges and Universities, and for increasing funds by $2.5 million for documenting and preserving civil rights history.

As the Deputy Chief of Staff for Rep. Jackson Lee, Shashrina was successful with working with the private sector to build the largest procurement contracting meet and match opportunity for women, to secure benefits for disabled veterans, and to help level the playing field in the energy, defense and homeland security industries.  Shashrina served on the senior policy and legislative staff of Congressman Louis Stokes of Ohio, Congresswoman Carrie Meek of Florida and most recently, as the Chief of Staff to Congresswoman Terri Sewell of Alabama.  In each of these positions she was required to strategically develop and implement complex legislative agendas, while cultivating key relationships with congressional staff and pertinent stakeholders.​

Shashrina has served as the Federal Liaison for former Missouri Governor Bob Holden, where she managed federal appropriations on local and state issues such as transportation, economic development, homeland security and labor issues.

Shashrina leverages her relationships and knowledge of federal procedure to afford opportunities to obtain resources from places few others can access. Her reach, impact, and reputation extend far beyond Capitol Hill and the executive branch. Indeed, she has advised government leaders, from presidents and governors to county executives and mayors, as well as C-Suite leaders from Fortune 500 companies and the officers of large, national nonprofit member organizations. With her understanding of changing demographics and the push and pull of global dynamics, Shashrina has spent more than a decade forging relationships that span various communities while identifying synergies and opportunities for collaboration among them.

She holds a BA degree from Wright State University (Ohio) and an MBA from Trinity University (Washington, DC).  Ms. Thomas had the honor of representing her Congressional colleagues in Germany on behalf of the Congressional Bundestag Exchange, and she also spent a year studying economics, international policy in Okayama, Japan.  She resides in Washington DC.​
